Submit to Clarkesworld Magazine
Filipino and/or Philippines-based spec fic writers should feel free to submit their stories in electronic format to international publications. The Internet is a wonderful tool - and I kind of wish local publications would use it more.
I posted about Strange Horizons a few months earlier... now here's another US-based magazine to add to the list.
Clarkesworld Magazine is an online venue and chapbook series for short works of science fiction, fantasy, and horror. Each month, Clarkesworld will publish two pieces of fiction, one solicited from an author with one or more books published, and one chosen from the rolling open call for submissions below. CFS: Call For Submissions, Clarkesworld Magazine Clarkesworld Magazine pays 10¢ a word for works of science fiction, fantasy, and horror. We have a firm word limit of 4000 words. Please do not query about word lengths. We will not consider stories longer than 4000 words. We claim first world electronic rights, first print rights for the production of signed/numbered limited edition chapbooks (author must be willing to sign 100+ chapbooks), and non-exclusive anthology rights. A very talented friend is looking forward to having one of her stories printed there very soon! I'm just not sure I'm authorized to say who it is, as she is rather shy :P Not to worry, all will be revealed come the time. She does, however, encourage other Filipino spec fic writers to submit!Science fiction need not be "hard" SF, but rigor is appreciated. Fantasy can be folkloric, medieval, contemporary, surreal, etc. Horror can be supernatural or psychological, so long as it is frightening. There are no barriers as to levels of profanity, gore, or sexuality allowed, but high amounts of profanity, gore, and sexuality are generally used poorly. Be sure to use them well if you do use them.
- Well-written. Language is important. If your story is only a story because you didn't have the funds to produce and direct a short film or a sufficiently large live audience for the telling of a fanciful anecdote, then I don't want to see it. There is no distinction between "style" and "substance" or "story" and "writing" — stories are made out of words. If your story isn't worth reading as a collection of words, sentences, and paragraphs, it isn't worth experiencing in story form.
- Convenient for on-screen reading. Very long paragraphs or typographical trickery may work against you.
Submit to Philippine Genre Stories
It's always great to see more entrants to the local fiction market. Spec fic writers who are interested in getting published may wish to check out Philippine Genre Stories.
The following introductory info was taken from their submission guidelines.
We are looking for a few good stories. Ones that catch a reader's attention and captivate them so much that they lose sense of time and place in the real world because you, the writer, have drawn them to other times and places, ones of your own creation. We are a small publishing firm based in Manila, Philippines, and we hope to receive well-written, quality stories. Set them anywhere: in the Philippines, in another country (real or imagined), on the moon, under the sea, in outer space, anywhere. Populate them with characters of your own creation. And tell the story you want to tell! This does not mean we will only accept contributions from Filipino writers, by the by. We are looking for good stories. Well-written ones, in fact. As far as we know, good stories can be told by anyone no matter who you are. Another thing. We are looking for genre stories. Fantasy, science-fiction, speculative, crime, mystery, detective, horror, suspense. You can write and submit a very commercial, action-packed, plot-driven story, or a light, funny, and humorous one, or a very moody, artsy tale packed with lyrical prose and a lot of characterization, symbolism, irony, and what have you. Just make sure your story will fall into any of the above genres. And make them good and well-written. We can’t say that enough.Read more here. Congratulations to the winners of the 1st Philippine Graphic/Fiction Awards!
Some interesting reviews have been made about the winners, among which are Dean Alfar's, Banzai Cat's [ 1 ] [ 2 ] and Charles Tan's. Not having read all the winning entries myself, I'm loath to give out my personal opinion. But I believe everyone should be free to impart his/her opinions, and civilized discussion should always be welcome.

Submit to the Strange Horizons Webzine
Have been posting international spec fic openings here, but if you're looking for exposure, you need not look farther than Strange Horizons, a recognized international speculative fiction publication.
The Philippines' very own Dean Alfar had a story published there, entitled L'Aquilone du Estrellas (The Kite of Stars), which also made it into the zine's 2004 Year's Best Fantasy and Horror Stories anthology published by St. Martin’s Press.

Quatre Gats Press: Site Launch and Call for Submissions
Quatre Gats Press is a new local publishing alternative for Filipino SSFF writers. They also have an upcoming anthology that still needs contributions. As quoted from the official website:

A Field Guide to Surreal Botany
Two Cranes Press is looking for submissions on the weirdest, most bizarre, most surreal floral concoctions that y'all can come up with. This will be in the style of a field guide, so you'll need to include Class, Order, Family, Genus, Species, Appearance, Growth cycle, Ecology and geographic location, &c. Be as weird as you want to be.
Payment is one cent per word, with a maximum of $5.00. Yes, it sucks, but we expect a lot of contributors (since we're recommending entries at 500 words, though we'll look at longer if they're exceptional). However, to offset the small monetary payment, you'll also get one contributor copy of the printed field guide, a certificate conveying lifetime membership in the Surreal Botanists Association, and a few other unique one-of-a-kind items not available anywhere else. We'll buy first worldwide print rights, and exclusivity for three months, after which, rights revert to the author.

What We Want: Speculative fiction featuring transgender characters prominently, as protagonists or antagonists. These can be retellings of myth and legends that feature transgender characters, retellings which put a transgender spin on old stories, or original myths and legends featuring transgender characters. These can be from any culture or time period, from Ancient Greece to the Urban Legends of 21st Century America. We want a diverse collection of stories featuring male to female and female to male transgenders, and forms of gender identification that fall outside these labels.

Call for Submissions: Philippine Speculative Fiction Vol.2

I am now accepting submissions of short fiction pieces for consideration for the anthology "Philippine Speculative Fiction Vol.2". Speculative fiction is the literature of wonder that spans the genres of fantasy, science fiction, horror and magic realism or falls into the cracks in-between. 1. Only works of speculative fiction will be considered for publication. As works of the imagination, the theme is open and free. 2. Stories must cater to an adult sensibility. 3. Stories must be written in English. 4. Stories must be authored by Filipinos or those of Philippine ancestry. 5. Preference will be given to original unpublished stories, but previously published stories will also be considered. In the case of previously published material, kindly include the title of the publishing entity and the publication date. 6. First time authors are welcome to submit. In the initial volume, there was a near 50-50 split of established and new authors. 7. Each author may submit only one story for consideration. 8. Each story’s word count must be no fewer than 3,000 words and no more than 5,000 words. 9. All submissions must be in Rich Text Format (.rtf – save the document as .rft on your word processor) and attached to an email to this address: dean@kestrelimc.com. Submissions received in any other format will be deleted, unread. 10. The subject of your email must read: 2nd Philippine Speculative Fiction Submission: (title) (word count); where (title) is replaced by the title of your short story, without the parentheses, and (word count) is the word count of your story, without the parentheses. For example - 2nd Philippine Speculative Fiction Submission: The Last Siren 4500. 11. All submissions must be accompanied by a cover letter that includes your name, brief bio, contact information, previous work (if any). 12. Deadline for submissions is September 15, 2006.
